Northeast Business District Identity Scene

Overview and Purpose of the Northeast Business District Plan:

The City of University Place is developing an implementation plan for the Northeast Business District (see map). The District Plan will establish a cohesive vision for the future of the Northeast Business District, along with goals, policies, and identified actions and projects needed to implement the plan. The District Plan will be integrated into the City’s next Comprehensive Plan update, scheduled for 2024.

In addition to the vision, goals, policies, and actions, the District Plan will include background and history of the District, an inventory of capital facilities and services to support growth, a market analysis, population and employment forecasts. The District Plan also will address the items in PSRC’s VISION Consistency Tool for Regional Growth Center Plans.  For more information, visit: www.psrc.org.

Planning Process and Timeline:

The planning process will extend through Spring of 2023. The process chart below shows the key stages of the process and tasks to be completed within each stage of work.

Planning Area:

The map below shows the planning area boundary for the Northeast Business District, which is bounded by S. 19th Street on the north side, Paradise Pond Park and Adriana Hess Wetland Park on the south side, and the 27th Street Business District and single family uses on the west side. The eastern boundary follows Mildred Street W. to 27th St. W. and then jogs to the west around single family homes.

Advisory Group:

The City has convened a community-based advisory group with members who will serve as a “sounding board” for ideas and opportunities and will help to advise the planning team about community interests and values. The planning team will meet with the Advisory Group at key milestones during the planning  process. The advisory group members will serve as liaisons to the broader community—bringing perspectives to the table beyond their own personal views that may be representative of their role/engagement as a member of the community.

While the advisory group is not a regulatory board and will not be in the role of approving or adopting the Northeast Business District Plan, the advisory group will make recommendations to Planning Commission and City Council based on their involvement in the planning process. The advisory group will be instrumental in developing the vision, policies, and actions proposed in the plan.
