The University Place SMP Citizens Advisory Committee (CAC) has recommended preliminary shoreline environment designations (SED) for specific stream and marine shoreline reaches based on the findings from the Final Shoreline Inventory and Characterization Report, and the SED purpose and criteria in State shoreline guidelines. The recommendations reflect existing land use patterns, anticipated future land uses based on zoning and the City's Comprehensive Plan, and the biological and physical characteristics of the shoreline reaches. The following SEDs have been adopted by the City Council pursuant to Resolution No. 736:

- The SED Justification Memo (PDF) recommends five SEDs, including an Aquatic designation. After consideration of various factors, the CAC recommends applying a Marine Deepwater designation to marine areas below Extreme Lower Low Water (ELLW) in lieu of an Aquatic designation that would apply to marine areas below the Ordinary High Water Mark (OHWM). These shoreline environment designations include:
