Expectations of Members in the University Place Youth Council

Each member of the UPYC’s Executive Council is an importantmember of the governing body of the youth in University Place. As a member of the UPYC’s Executive Council it is very important that you are very serious about the responsibilities necessary to the office you hold, and that you understand that your actions will or could impact the future of the UPYC. Attendance and commitment is a must and lack of commitment will not be tolerated. Executive members are only made up of current high school students. Representatives will be a separate committee with in UPYC.

Non-Members of the UPYC’s Executive Council should know the importance of the council. All UPYC members are also of great importance to the governing body of University Place. Their opinions and ideas will be accounted when presented at any meeting. All meetings will always be open to members of the UPYC, anyone interested in the UPYC, and anyone who has an idea or opinion on any situation/activity, within the City of University Place.

Each grade level at the High School, Intermediate, and Junior High, will have the opportunity to select a representative for their grade. This will allow information to circulate throughout each grade level and back to the UPYC’s Executive Council at each meeting.

Qualifications for Executive Council:

  1. Must be an active member of the UPYC.
  2. Must be attending High School in the city limits of University Place
  3. Complete an application
  4. Have an open mind to other people and their opinions
  5. Be Committed

* After completing the above qualifications, the previous Executive Council will select the new council.

* The interviews will be open to all UPYC members, and will be secluded as a meeting.

* There will be a box where members may state their opinions on the members being interviewed, the Executive Committee will then adjure the meeting and review the other members opinions and will announce the decision of the new Executive Council at the next meeting.

* The new council will then run the next meeting, with the current Executive Council present. This will allow help from the old executive council if necessary.

President/Co-President:
The president shall preside at all scheduled meetings, with the Co-President assisting. He or she will direct the discussion and see that all notices for meetings are announced or posted several days prior to the meetings. The Co-President shall preside in the event of absences. He or She must also assist the Youth Advisor and Executive Council on the promotion of the UPYC. Research: the city’s history, current city activities, school activities, city issues, & how the city runs it’s meetings, council meetings, and local business involvement. He or she must know, understand and believe in the Mission Statement. It is the president’s job to “guide” and 𠇍irect”, and have the ability to delegate responsibility in a respectable manner. The President will also need to appoint chairmen of committees formed throughout the year. The president will need to work with the Co-President, Vice-President, and Youth Advisor in planning meetings, also he or she will needs to work with the Community/City Council Liaison in the promotion of the UPYC.

Vice President:
The Vice-President shall plan and coordinate all UPYC activities. He or She will be in charge of the Community/Council Liaison’s communications necessary for the council. The Vice-President may assist the Secretary in putting together any necessary phone or address lists. He or She must know, understand, and believe in the Mission Statement.

Secretary:
The Secretary shall be the custodian of all records for each meeting. He or She will keep all minutes & supply copies of minutes and any other supplemental reports to each member of the UPYC Executive Council within the time of two weeks after the last preciously scheduled meeting. The Secretary will need to work with the Community/Council Public Liaison and the Vice-President in planning and the record keeping’s of the meetings.

Community/City Council Public Liaison:
The Community/Public Liaison along with the President & Co-President shall work together in the promotion of the UPYC. It will be the Community/Public Liaison’s job to report current activities and issues within the community. Research new involvement within the community and new issues. He or She will need to create a history of the accomplishments the UPYC achieves. (Maybe a scrapbook, pictures are a great idea, those could be posted in many different areas. Another possibility is a newsletter). He or She will need to know, understand, and believe in the Mission Statement and attend all city council meetings and give weekly reports back to the UPYC Executive Board.

Treasurer:
The Treasurer will be in charge of all money that the UPYC may obtain. The Treasurer will also be in charge of finding sponsors for the UPYC activities. (The community/Public Liaison may assist in the project.) He or She will also need to supply records of the UPYC’s account, sponsors, etc. to the President, Vice-President, and Youth Advisor. The Treasurer may also set up sponsors to promote the UPYC. He or She must also know, understand, and believe in the Mission Statement.
