The City Council encourages public participation during meetings of the City Council and welcomes your comments. This time is set aside for you to speak to the City Council on any issue. The Council ordinarily takes non-agenda matters under advisement before taking action. You are also invited to comment on action items as they are considered during the meeting. Study Session and City Manager Reports are normally limited to Council discussion only. Please state your name and address for the record, and limit your comments to three minutes.

CONSENT AGENDA AND APPROVAL OF BILLS/PAYROLL
The Consent Agenda consists of items considered routine, for which a staff recommendation has been prepared and for which Council discussion is not required. A Councilmember may request that an item be removed from the Consent Agenda so that the Council may consider the item separately. Items on the Consent Agenda are voted upon as one block and approved with one vote.
