		CONSENT AGENDA AND APPROVAL OF BILLS/PAYROLL The Consent Agenda consists of items considered routine, for which a staff recommendation has been prepared and for which Council discussion is not required. A Councilmember may request that an item be removed from the Consent Agenda so that the Council may consider the item separately.
